A day in the life:

  • Review reports, findings, and mitigation efforts for accuracy, completeness and statewide consistency.
  • Assemble best management practices and standards to permit transportation projects and activities under the state and federal Endangered Species Acts (ESA), Migratory Bird Treaty Act (MBTA), and other wildlife and botanical laws and regulations.
  • Serve as a liaison with state and federal regulatory and natural resource agencies.
  • Present biological resource training information to ODOT staff across the Agency and to outside stakeholder groups.
  • Investigate project permit violations, collect relevant information and assist the Environmental and Cultural Resources Unit Manager in resolving compliance issues with regulatory agencies.
  • Provide annual reporting on activities within the Wildlife Program as necessary.
  • Assist agency staff in resolving unavoidable biological impacts by suggesting measures to minimize permanent impacts to biological resources and mitigate adverse impacts.
  • Assist with special initiatives from unit, section, ODOT and legislature as they arise.
  • Working conditions include walking over uneven terrain, busy roadways and freeways, streams and bogs, exposure to inclement weather, working alone in unpopulated areas, carrying up to 30 pounds, and working at heights of 20 feet or more above ground.
  • Option to work in an office or work remotely, with occasional day and overnight travel (1-2 days per month) for fieldwork and to attend meetings.

What we need:

  • A bachelor's degree an environmental science, a physical science, a natural science, engineering, or a closely-related field and three years of environmental analysis or resource project management experience, one year of which must have included research design and analysis.
  • Three additional years of environmental analysis or resource project management experience may substitute for the bachelor's degree.

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

Note: You do not need to have all of these qualities to be eligible for this position. 

  • Experience developing and implementing regulatory compliance programs and strategies for wildlife species, conducting regulatory compliance permitting, and developing avoidance and mitigation measures for state and federal wildlife laws (e.g., Oregon and Federal Endangered Species Acts, Migratory Bird Treaty Act, Bald and Golden Eagle Protection Act, Marine Mammal Protection Act). Transportation experience preferred.
  • Detailed knowledge of the effects of transportation systems on wildlife habitats and movement, and experience developing and implementing measures to minimize and mitigate these effects. 
  • Detailed knowledge of the general habitat needs, seasonal habitat needs, life history requirements, and identification of terrestrial wildlife. Basic knowledge of the habitat and life history requirements of botanical species. Knowledge of Oregon species preferred.
  • Experience working to minimize and avoid impacts to wildlife, fish, plants, and other natural resources during the design and/or construction phase of projects, developments, etc. 
  • Experience managing, resourcing or coordinating programs, large and complex projects, or conducting technical discipline work for groups of projects.
