Human Resources Generalist

This position is located within the HR & Merit System Department.
     

Purpose of Classification:

The purpose of this classification is to provide entry-level professional human resources support to County departments as assigned, including recruitment, staffing, classification and compensation administration, and policy and procedure administration.
 
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Reviews requests to fill positions; conducts routine talent search efforts; posts job openings receives and screens candidate applications; and forwards qualified applications to appropriate staff.
Coordinates onboarding for selected candidates; contacts department heads to provide hiring and start date information; drafts and sends approved offer letters new hires to coordinate the pre-employment process, orientation activities and official start dates; and provides related information regarding benefits, work locations and contact information.
 Assists in administering compensation and classification plan; assists with conducting wage, salary, and benefits surveys and performing desk audits to validate job responsibilities; may updates and/or maintain class specifications; makes recommendations regarding the allocation and reallocation of positions; and processes salary adjustments and increases as necessary.
May administer and coordinate skills testing for administrative support and semi-skilled classifications and maintain related records and assists customers with application process.
Conducts internal equity assessments and recommends starting salaries for entry-level and other classifications; reviews salary requests, and assists with interpreting regulations, policies, and laws.
Provides information and consultation to employees, management and the public concerning human resources programs, policies and procedures, and interpretation and application of laws and regulations within the scope of assignment; receives and responds to inquiries; conducts research; provides technical analysis; and makes appropriate recommendations with guidance of higher-level staff.
Researches, compiles, and/or monitors administrative, statistical data or other metrics pertaining to department operations; summarizes and performs complex data analysis, and prepares reports and open records requests; and researches department files, database records, internet sites, hardcopy materials, or other sources as needed.
Serves as liaison with HR Business Unit on applicant tracking system administration and technical issues.
Provides support with recruitment outreach efforts such as attending job fairs, sourcing appropriate, and provide support to other Generalists.
Maintains confidentiality in performing job responsibilities.
 
Minimum Qualifications:
Bachelor’s degree in Human Resources or a related field required; previous human resources experience preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Supplemental Information:
Experience working in an applicant tracking system such as Taleo preferred
Experience with Microsoft Office 365 Suite and PeopleSoft preferred
