Test Operations Engineer (Early Career)

The Explosive Engineering Operations Department is seeking a Test Operations Engineer to design, develop, and implement methods of testing systems and equipment at hazardous facilities. This will include compliance and assurance testing, explosives, and explosive component testing.
On any given day you may be called on to:
  • Assist in implementing and assuring environment, safety, and health (ES&H), safeguards and security (S&S) performance and compliance in operations
  • Analyze work operations and processes; develop and apply hazard controls; and communicate safety, health, environmental, and security information
  • Lead and manage self-assessment processes, measuring the effectiveness of controls, performing follow-up evaluations, and presenting conclusions and recommendations to management
  • Manage tactical day-to-day technical issues at hazardous facilities by identifying and analyzing hazards, threats, and risks that may create an unsafe or unsecured worksite
  • Develop organization-specific ES&H and S&S policies, processes, and tools to ensure performance expectations are met. Integrate experiment designs with facilities capabilities to ensure customer requirements are met successfully
  • Plan labor and scheduling for testing and prepare technical reports for use by research and development and science and engineering staff and management
  • Plan, coordinate and lead technical reviews, with the assistance of specialists where needed, utilizing appropriate tools such as failure modes, cause and effect, causal analysis, and Human Performance Improvement
  • Maintain data base of work planning and controls (WP&C) documentation
  • Develop and implement a self-assessment and survey program to measure ES&H and S&S health and compliance, and follow-through on corrective actions
  • Provide stewardship of high consequence operations, including explosives, radiation generating devices, rigging and hoisting, and light laboratory facilities, that may have security requirements; facilities; and personnel regarding ES&H and S&S for on and off-site host facilities where SNL personnel are conducting experimental work
The holder of this position must interpret and communicate applicable federal and state laws, regulations, U.S. Department of Energy (DOE) orders, and National Nuclear Security Administration (NNSA) Administrative Procedures to ensure compliance with ES&H and S&S requirements.

Qualifications We Require

  • Bachelor’s degree in a relevant science or engineering field; OR Bachelor of Business and Adminstration in Management Information Systems, Project Management, or Technical Writing
  • Experience with Corporate Engineered Safety, Safe by Design Intent principles and practices (MN471021)
  • Experience with Corporate Work Planning & Controls principles and practices
  • Experience in regulatory compliance in the areas of environmental, industrial hygiene, and electrical safety
  • Ability to obtain and maintain a DOE Q clearance

Qualifications We Desire

  • Experience with DOE and DOD explosive safety practices
  • Ability to work on a dynamic and highly motivated team in support of our customers, which often includes shifting and evolving requirements and due dates
  • Proven ability to communicate effectively (written and verbal) and strong interpersonal skills
  • Experience with project planning and project management
  • Demonstrated experience with Explosive Safety polices and requirements
  • Experience in Radiation Protection policies and requirements
  • Willingness and ability to work flexible hours
  • Experience in industrial and/or construction safety laws

About Our Team

Explosive Engineering Operations personnel plan and conduct a wide array of energetic field tests and training events. Field testing including the detonation of military or commercial grade high explosives, initiating components, explosively aerosolized materials, and thermal or mechanical cutting of barriers. Training activities including containment and explosive disablement for a wide range of US and international customers.
Explosives activities include storing, weighing, moving, assembly & disassembly, testing and firing (including misfire or abort processes), and characterizing explosives. This work is supported by an array of data collection activities such as: time of arrival; pressures; Photo Doppler Velocimetry; high speed video; and flash x-ray. Operations and activities also include test set-up activities for preparing, building, staging, and cleanup of test events.
