The USDA Office of Ethics has a vacancy for an entry level Compliance/Ethics Specialist position. Our office is one of the leaders in innovation in Government Ethics – we created the Federal government’s first multi-platformed, and multi-media Ethics App (search “USDA Ethics” on any smartphone). The Ethics App contains the Federal Government's first Ethics learning game (the "Test Your Knowledge" Game) and we have created 28 Ethics video which are available on YouTube (search “USDA Office of Ethics playlist”).

JOB RESPONSIBILITIES:

  • Researches and interprets regulations and statutes governing employee conduct under the Ethics in Government Act, Hatch Act, Procurement Integrity Act, Federal Election Campaign Act, Foreign Gifts and Decorations Act, and other related statutes.Provides authoritative oral and written advice and recommendations to managers, supervisors, and key officials on policies and procedures that concern conflict of interest statutes and regulations, standards of conduct and ethics program policies.

  • Provides advisory services to senior level officials, managers, and employees on their obligations, the Ethics in Government Act, and assist them in finding an appropriate resolutions.

  • Develops formal policy directives, including ethics handbooks for managers and employees or similar formal policy standards.

  • Requests and reviews confidential financial disclosure reports filed by covered USDA employees, and researches financial interests held to assess potential conflicts of interest, resolves potential or apparent problems.

  • Designs and administers ethics training, educating serviced employees on the government-wide standards of conduct and proscriptions against criminal conflicts of interest and other related statutes and regulations.

  • Incumbent is responsible for planning, designing, and carrying out assigned special projects on own initiative; acts as a liaison with appropriate USDA and senior level officials and management to complete assignments as necessary.
