Drinking Water Compliance Officer

The Idaho Department of Environmental Quality (DEQ) is hiring two drinking water compliance officers for our Coeur d'Alene Regional Office. These positions will provide regulatory oversight for the assigned public drinking water systems (PWS) and help stakeholders understand and comply with state and federal environmental rules. Oversight responsibilities include performing PWS sanitary survey inspections, completing inspection reports, reviewing and assessing monitoring requirements and results, identifying and responding to potential suspected or known PWS contamination issues, and evaluating chemical monitoring waivers.
Example of Duties:
- Evaluate, analyze, and interpret physical, chemical, and biological data.
- Evaluate and recommend appropriate investigative techniques, sample collection, analytical methods, and pollution control strategies to achieve compliance with applicable laws and rules.
- Evaluate quality assurance methods, reports, and plans to ensure data meets desired goals and objectives.
- Interpret complex environmental laws and regulations such as the Federal Safe Drinking Water Act and the Idaho Rules for Public Drinking Water Systems.
- Communicate effectively, clearly, and tactfully with PWS staff and managers.
- Investigate complaints and rule violations and provide compliance recommendations.
Minimum Qualifications:
Possession of a Bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR, any combination of education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college. AND, At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. OR, Possession of a Master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Specialty Minimum Qualifications (required for this position):
- DEQ 3130 - Safe Drinking Water Act - Comprehensive knowledge of the Safe Drinking Water Act and corresponding state rules for public drinking water regulations. Typically gained by two (2) years of full-time work experience interpreting, enforcing, or ensuring compliance with all aspects of the regulatory requirements of the Safe Drinking Water Act and state drinking water rules, including National Primary Drinking Water Standards and contaminant MCL's, treatment techniques, monitoring requirements for public drinking water systems, operator licensing requirements and facility operations, with some knowledge of engineering facility standards.

Physical requirements:
- Ability to sit and work on a computer for 2-4 hours at a time
- Some periods of heavy reading and typing required
- Must have a valid driver's license
- Ability to climb ladders, staircases, work on uneven terrain
- Ability to work in adverse or inclement weather
- Ability to work in extreme hot or cold temperatures both outside and inside
- Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
- Occasional travel required
- May work in the vicinity of loud noise
- Ability to physically conduct field inspections which may include hiking short segments of steep terrain with up to 20 pounds of gear.
