Environmental Engineer (Solid Waste)

Department Information
The N.C. Department of Environmental Quality (DEQ) primary mission is to protect North Carolina's environment and natural resources. Division Information
The primary purpose of the Division of Waste Management is to protect the public health and environment through assuring that solid and hazardous wastes and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. This is accomplished through the Hazardous Waste, Solid Waste, Superfund and Underground Storage Tank Sections, and the Brownfields programs.

Description of Work
The position is responsible for solid waste permitting activities of the branch including permitting, consultation, investigation, evaluation, planning, design, design review, approval and determination of environmental impacts for all aspects of solid waste management facilities. Position functions as a project manager for projects requiring permit review, providing detailed engineering reviews of permit applications, preparing permits and coordinating the activities of other participants in the permit process such as hydrogeologists, compliance officers and business analysts and coordination with outside agencies such as Division of Water Resources, Cultural Resources, Air Quality, DEMLR and others. Work at this level is generally performed independently. The engineer is responsible for technical review and approval of engineering designs and/or project/program specifications of other engineers /design professionals to ensure they meet desired compliance with engineering principles, standards, statutes, rules and regulations, of the siting, design, construction, and operation of solid waste management facilities. Solid waste management facilities include high-tech landfills for the disposal of coal combustion residuals, municipal solid waste and industrial waste, construction and demolition debris landfills, incinerators, land-clearing and inert debris landfills, transfer facilities, HHW facilities and treatment and processing facilities. Will periodically assist in program policy, guidance, rule development and planning activities.
 
This is a Journey level engineer but management is willing to consider Contributing level applicants who have: demonstrated work experience, co-op experience, specific course work , and /or research related specifically to solid waste management and disposal or coal combustion residual management and disposal.

Qualified applicants must possess an application that clearly reflects work experience that demonstrates the following:
 
Ability to review and analyze technically complex engineering applications.
Knowledge of the principles of engineering used in the design or construction of environmental facilities or systems, such as, but not limited to, solid waste or water/wastewater or coal combustion residuals. Demonstrated specific courses related to solid waste or coal combustion residuals may be considered
Excellent interpersonal skills and ability to communicate very well. A successful candidate must be able to express moderately complex engineering concepts and related facts in a clear, concise and organized manner. They must be able to modify, both orally and in writing, the delivery, language or content to account for the characteristics and needs of the diversity of public contacts encountered which include environmental professionals, city and county officials, the public, and fellow workers. They must be able to communicate with tact, consistency, and sound judgment.
Ability and experience to work independently with little guidance and supervision. Must possess good organizational and time management skills to track permit status. Must possess ability to multi-task in high-energy, high-volume work environment.
