CAREER FIELD DEFINITION

Officers in this Career Field include all-source analysts, managers, and operations staff involved in researching information from multiple sources from which they gain insight that is then conveyed in a manner most appropriate for intelligence consumers. Officers conduct strategic, regional, and counterintelligence analysis; assess foreign military capabilities, infrastructures and resources essential to sustain defense forces. They analyze transnational issues such as illicit networks, foreign intelligence, and terrorist activities; scientifically and technologically assess advanced weapons and capabilities; and analyze emerging and disruptive technologies with potential military applications. This Career Field incorporates the analytic operations and knowledge management that enables the Defense Intelligence Enterprise to ensure quality products and services are available for defense intelligence clients.

WHO CAN APPLY

This announcement is for external applicants (non DIA employees) only.  DIA employees on a temporary/term appointment, military, and contractor personnel are eligible to apply if qualified for the positions.  Current DIA student interns need not apply. 

This is a DIA Invitation-Only Hiring Event that will take place in April 2018 in the Durham, North Carolina area.  DIA officials will be on location to interview applicants who possess the required and relevant Career Field skills and background for employment at DIA.  Applicants selected for interviews will be contacted via email in March 2018 to schedule an interview.  Specific details on the location and date of the event will be provided within the email invite.

As part of the application process for the Analysis Career Field, applicants selected to interview will also be required to complete an online questionnaire and writing assessment powered through HireVue prior to the interview.  Specific details on this portion of the process will be provided within the email invite from HireVue.

All applicants must be U.S. citizens at the time of application.  Applicants must meet the agency’s conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement.

DIA does not guarantee any applicant the extension of an official offer of employment; however, DIA will be screening all employment applicants against its current and future manpower requirements.  Selected applicants will be considered for the Agency's Hiring Pool.  DIA is an Agency with worldwide positions.  Selected candidates must be willing to relocate in support of mission requirements.

CURRENT FEDERAL EMPLOYEES

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601.  Selectee(s) who are current Federal employees will be appointed to the new position at the grade in which they qualify for.  Those at a higher grade than the advertised position, will be asked to accept a voluntary change to the lower grade if selected.

All current and prior Federal employees must also submit a copy of their SF-50, Notification of Personnel Action that documents their appointment to or promotion to the highest grade held.  Consideration for future advancement opportunities will be through DIA’s established promotion processes, according to established timeframes, advancement criteria and compensation parameters.

Intelligence Analysis is at the fulcrum of DIA’s global mission.  DIA has officers in 140 countries, including a diverse range of opportunities for all-source analysts.  Wherever they are located, all-source analysts provide insightful analysis on foreign military capabilities and defense issues in support of our nation’s political leadership, defense policymakers, acquisition community, and military commanders.  DIA all-source analysis informs policy, defense strategy, weapons development, weapons acquisition, and military planning.  DIA all-source analysts have opportunities for rewarding training, advanced education opportunities, and challenging assignments in DIA and the Intelligence Community, across the US and around the world, from the White House Situation Room to direct support to our nation’s combat forces.

The Analysis Career Field is currently seeking candidates with Science, Technology, Engineering, and Math (STEM) degrees to fill entry-level positions within the Scientific & Technical Intelligence (S&TI) career field specialty.

DIA Officers within the S&TI career field specialty are our nation’s vanguard against scientific and technical challenges from global adversaries that could threaten our nation’s security.  Our S&TI analysts provide warning of foreign technical developments and capabilities including military weapons systems, emerging and disruptive technologies, the proliferation of nuclear, biological, and chemical weapons along with physical vulnerability assessments and detailing global health response capabilities and the threats posed by infectious disease.

Our S&TI all-source analysts include employees with educational backgrounds in STEM fields such as physics, chemistry, biology, and engineering disciplines including nuclear, electrical, mechanical, and aerospace.

- Assessing foreign research and development capabilities, programs, and infrastructure associated with foreign military systems and weapon systems and components testing, performance, capabilities, limitations, production, employment, and proliferation

- Assessing and evaluating foreign offensive and defensive nuclear, biological, and chemical weapons programs and actors with focus on proliferation of knowledge, technology, equipment, and material; and

- Supporting our military forces worldwide by analyzing infectious disease, threats and environmental hazards, medical science and technological developments, and global health/medical capabilities.

DIA is specifically seeking candidates with degrees and/or experience in Electrical Engineering, Aerospace Engineering, Mechanical Engineering, Chemical Engineering, Computer Engineering, General Engineering, Chemistry, Toxicology, Environmental Toxicology, Modeling and Simulation (M&S), and related fields.

Positions are located in Huntsville, Alabama; Charlottesville, Virginia; Reston, Virginia, and Frederick, Maryland.

FOREIGN AREA TOURS OF DUTY ELIGIBILITY

Applicants applying to a foreign area opportunity and who are currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service (5 consecutive years) or, conversely the employee will not satisfactorily complete their period of obligated service within 6 months of the closing date of this announcement.  More than one permanent change of station move within a 12-month period is not considered to be in the interest of the government for the purposes of relocation at Government expense.

DEPLOYMENT/MOBILITY STATEMENT

All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.

SHIFT WORK

Availability for shift work, extended hours, and travel may be required.

RELOCATION COST

Relocation expenses in connection with a permanent change of station may be authorized in accordance with the Joint Travel Regulations and at agency discretion.
