DIA North Carolina Hiring Event - Security Career Field/ Operations Support Specialist

CAREER FIELD DEFINITION

Officers in this Career Field perform a variety of security, countermeasure, investigative, and law enforcement services to protect and safeguard DIA Officers, property, operations, and classified and sensitive information. Services include the management of an insider threat program, including detection and mitigation activities. Provide multidisciplinary security activities - physical, technical, information, industrial, and personnel security. Perform adjudication and due process for personnel clearances for DIA.  Responsible for resolving difficult personnel security concerns. Adjudicates investigative information for Top Secret (TS)/Sensitive Compartmented Information (SCI) eligibility, applying appropriate adjudicative guidelines covering derogatory information that requires extensive experience and personal non-biased judgment. Perform force protection activities - Police Force operations: canine services, Hazardous Materials (HAZMAT) activities, anti-terrorism assessments, special reactionary forces, and global specialized protective operations. Manage DoD’s and DIA’s SCI facilities, including tempest countermeasure review, comprehensive security inspections and accreditations. Perform Special Security Officer (SSO) services and the security management of DIA’s special access programs. Conduct security violation, criminal, and other law enforcement investigations and inquiries. Develop, advise, and implement SCI policies for the DoD and DIA, including providing SCI certification training to the DoD SSO workforce, and manage the Defense Special Security System (DS3). Perform DoD Diplomatic Security activities (i.e., security, force protection, and threat/vulnerability/risk assessments) in support of DoD elements under the Chiefs of Mission. Promote efficiency in the creation, classification, safeguarding, handling, use and declassification of information.  Perform credibility assessment function to include operational and instructional activities.

 CAREER SPECIALITY DEFINITION

Performs law enforcement and force protection activities as part of an organized and uniformed police force. Engages in various protective functions to include providing canine services, hazardous materials response activities, antiterrorism assessments, protective security details, and special response teams.

This is a DIA Invitation-Only Hiring Event that will take place in April 2018 in the Durham, North Carolina area.  DIA officials will be on location to interview applicants who possess the required and relevant Career Field skills and background for employment at DIA.  Applicants selected for interviews will be contacted via email in March 2018 to schedule an interview.  Specific details on the location and date of the event will be provided within the email invite.

All applicants must be U.S. citizens at the time of application.  Applicants must meet the agency’s conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement.

CURRENT FEDERAL EMPLOYEES

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601.  Selectee(s) who are current Federal employees will be appointed to the new position at the grade in which they qualify for.  Those at a higher grade than the advertised position, will be asked to accept a voluntary change to the lower grade if selected.

All current and prior Federal employees must also submit a copy of their SF-50, Notification of Personnel Action that documents their appointment to or promotion to the highest grade held.  Consideration for future advancement opportunities will be through DIA’s established promotion processes, according to established timeframes, advancement criteria and compensation parameters.

POSITION SUMMARY

DIA is currently recruiting for Operations Support Specialist positions in the Security Career Field at multiple locations.

SECURITY CAREER FIELD

Services include the management of an insider threat program, including detection and mitigation activities.  Provide multidisciplinary security activities - physical, technical, information, industrial, and personnel security.  Perform adjudication and due process for personnel clearances for the Defense Intelligence Agency and select Department of Defense elements.  Perform force protection activities - Police Force operations: canine services, hazardous material activities, anti-terrorism assessments, protective security details, special reactionary forces, and global specialized protective operations.  Manage the Department of Defense’s and Defense Intelligence Agency’s special compartmented information facilities, including inspections and accreditations.  Perform Special Security Officer services and the security management of the Defense Intelligence Agency’s special access programs.  Conduct security violation, criminal and other law enforcement investigations and inquiries.   POSITION SUMMARY

Serves as an Operations Support Specialist in the Operations Support Team (OST) supporting the Defense Intelligence Agency (DIA) Forward Element, Afghanistan (DFE-A).  Responsible for executing the daily conduct of ground transportation and security missions for the safe and effective movement of agency and other personnel, equipment and cargo throughout the area of responsibility.  The incumbent plans, prepares and completes daily OST ground transportation missions in accordance with established DIA and theatre policies and procedures.

POSITION DUTIES

Individual may be non-competitively converted to a permanent position.

This position deploys Worldwide and is not to exceed 13 months unless operational needs warrant a possible extension. 

When not deployed, this position is located in Washington, DC and is with the Mission Services(MS), the Office of Security (SEC).  This position is responsible for performing the following duties:

- Assists with planning, coordinating, and preparing daily OST ground transportation missions in accordance with established policies and Agency tactics, techniques, and procedures (TTPs).

- In accordance with TTPs, serves as vehicle driver or right seat security/assistant driver in the execution of daily OST ground transportation missions.  Responsible for the preparation and orientation (pre-brief) of each passenger prior to departure concerning all passenger responsibilities, emergency situations, vehicle conditions/dynamics, equipment requirements, communications, weapons safety and use of force, force protection, routes/route condition, threat level and latest intelligence.

- Maintains proficiency on all required weapons, communication, medical/first aid, equipment and TTPs. - Operates and maintains all vehicles IAW DIA and DISO-A J4 standards.  Immediately informs the OST Team Lead and/or Defense Intelligence Support Office-Afghanistan J4 of changes in vehicle condition or performance, required maintenance or repair.

- Upon daily mission completion, provides verbal/written After Action report (AAR) to the OST Team Lead for situational awareness, operational continuity and lessons learned.

- Performs other duties as assigned.

POSITION REQUIREMENTS

All applicants must be successful complete medical and psychological screening and physical fitness evaluation.  If selected, applicant must complete all aspects of the Global Security Branch (GSB) pre-deployment and sustainment training and maintain deployable status.

DEPLOYMENT/MOBILITY STATEMENT

All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.

RELOCATION COST

Relocation expenses in connection with a permanent change of station may be authorized in accordance with the Joint Travel Regulations and at agency discretion.
